Yes. More resistance means slower movement.
Q6.Why does it still move at maximum resistance?
This is normal. The resistance slows movement but does not lock the wheels.

For use on flat, dry indoor floors. Different floor surfaces may affect movement.

It has fixed wheels for straight-line walking. An adult should help change direction.
